No more International Reply Coupons??

I just went to my local Post Office to buy some International Reply Coupons because I want to recieve a signed photo back from a celebrity who lives in Australia. The clerk told me he didn't have any and made 2 phone calls to no avail. Moreover, the second person he called said that International Reply Coupons do not exist anymore as of this past May. Is this really true?No more International Reply Coupons??
Still listing them on the usps website:

Are International Reply Coupons (IRCs) still available?

Yes, the selling price will be $2.00 each. IRCs are exchangeable in any other UPU-member country for a stamp(s) representing the minimum postage for an unregistered air letter.
